As Development Manager, Primus represented the owner at meetings with the Planning and Engineering Departments to process Maintenance Agreement, Lot Merger and Cul-de-sac vacation.  Primus was also responsible for attaining permit clearance from the Sanitation District, Municipal Water Purveyor, and School District.  Together with the architect, Primus prepared the Instructions to Bidders and Bid Form prior to bid, and provided a bid analysis of all five bidders to aid the parish, Regional Deacon’s Office, and Archdiocesan Construction Department in selecting the lowest qualified general contractor.  Primus provided Construction Management services for the construction of a Parish Multipurpose Building with a meeting hall, rectory, kitchen, and a gathering piazza.
